IMHO, Azrael was unjustly punished, as were Bartelby and Loki. OTOH, Azrael's willingness to destroy all creation for his personal benefit clearly makes him a "bad guy" at the point when the movie takes place.

With that said, the "God" character portrayed in discussion by the other characters (the traditional, OT God that sets arbitrary rules and punishes his creations mercilessly) seems completely inconsistent with the "God" character portrayed physically by Alanis Morisette. It would have made much more sense if Christopher Walken had walked out of that church, given Bartleby the evil eye, and then blew his head off.

I love that movie for its selective irreverence, but dislike it for it's equally selective reverence.
