It should be noted also that extremely small (even "supercosmically") improprobable events routinely occur. For instance the precise arrangement of atoms in a jar of oxygen is probably supercosmically improbable.
What "Borel's law" state is that it is impossible to predict a sufficiently improbable chance event. The contrapositive of that statment is, of course, that if one can predict an a low probability event, that event could not have occured by chance.
