Actually Borg says he once thought the same thing of panentheism but then realized its potential. There are lots of biblical images teaching the immanence of God. Borg would also throw in cross-cultural religious experiences with the Sacred (e.g. visions, mystical experiences--(extravertive and introvertive ones--), shamanic experiences, dreams , NDE's, and the many examples of the dailiness of God). It fits in well with that good old fashioned religious pluralism too
