This issue came up once or twice for me on the job, when I was a teaching assistant for a university level chemistry program. The issue, of course, was safety, but some of the young ladies taking classes were uncomfortable dressing "out" of their home culture. In most cases, I thought at first, they'd have their lab partners do things involving the danger of fire or caustics...until I noticed that, for linguistic reasons, these young women tended to partner up with each other. (D'oh!)

For the most part, they tended to "bind back" the drapier elements of their attire the same way that kids with long hair or jewelry would. I never had a student that went completely veiled, though; mostly they wore the chador, that headcovering that covers the hair but shows the face. I'd worry about vision problems if someone did.

Well if she is stopped by the police, they can't require her to disrobe to prove who she is. That can only be done in a private room with only women watching. With the same ammount of effort, they can simply check a single thumb print. For example, GA drivers licences already offer that form of ID.
