I think it's obvious that every time the Iraqi's have tried to engage US and British forces who the better marksmen are.
In a war, even the poor riflemen will get off a good shot now and then. I hardly think that the article is indicative of overall Iraqi marksmenship.
The idea of "if both sides had equal weaponry" is moot. It doesn't exist.

They probably meant when tested under water pressure because water gives a highly unifom pressure.

I could be wrong, but the US army has a lot of safety features concening guns which could result in the Iraqis having much more experience with guns.

Obviously the US special forces are an exception but they only make up a small fraction of the US troops.

Most of my Normandy invasion knownledge come from documentary videos and Saving Private Ryan (LOL). I dont read much, but I have a feeling that portion of the casualties the Allies had was in water.

You would be correct in feeling that way. Thousands died before they ever reached Omaha Beach, where the worst fighting was. Sadly, many tank crews were drowned when they were dropped off their boats too early into 15 ft. deep water.

You might enjoy Andy Rooney's book My War. He landed in Normandy on D-Day + 1 (he wrote for Stars and Stripes).

The book is very interesting, moving, and educational without being ponderous.

I think a more impressive achievement by Iraqi soldiers was taking out 2 near-indestructable 70 ton M1 Abrams tanks with pickup truck-mounted rocket launchers:
