Default At what point should an organization which has not fulfilled it's mandate be deemed a

At what point should an organization which has not fulfilled it's mandate be deemed a poor approach to a given situation.

Or How long should one try an approach that results in hardship before considering another.

I think elaboration would be nessecary too. What if the mandate is of a nature that can never be completely fullfilled?

Living your life results in hardship, so if you were to consider another approach based on that generalization, we'd have another thread on suicide on our hands.
