Post instrumentalism

I have seen a few different definitions for instrumentalism. One I understood and related to; I read that instrumentalism defines things by what they do, not what they are.
The second one I couldnt understand and forgot.
Can anyone elaborate. If the first definition is not instrumentalism then is it anything?

Essentially what this relates to is my own personal belief that verbs are much better than nouns.
