Nope. Philosophy is needed for the fundamentals such as epistemology,ethics and existology("metaphysics"). But for psychology and social science? Hardly as it is just speculation, and speculation is not as useful as science in examining more empirical matters: such as psychology and history. That's like trying to use philosophy to understand biology,physics and neurology: it only works in the background and hardly increases our knowledge of the matter. And when philosophy does get into areas it best stays out of, we get theories like vitalism, idealist taxonomy, changing Einsteinien constants, Anthropic Principles, extreme cultural determinism and dualisms.

Hugo's statements were also based on very bad philosophy,(one which seems to deny the primacy of reason and evidence) which itself is based on a bit of psuedoscience.
