If the Constitution is not tinkered with, then no. The text of the 22nd Amendment reads this way:

No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once.
So, even if the Republicans argue that Gore was actually elected in 2000, then Bush still "acted as President, for more than two years...," so Bush is only entitled to one additional election, no matter how you view the outcome of the 2000 race.

Unfortunately Bush & Co. have followed up their warmongering with another unfortunate modern trend in US military policy: not sending the additional troops we need there because they're afraid of upsetting the public.
