Uh, well...
Maybe the urine of the animals on lower levels was hauled up by a sophisticated wind-powered hydraulic system and automaticallydumped over the side. Or maybe it just evaporated magically. Or maybe it was mostly plants and insects on the lower levels, and they don't urinate. Or... Oh, heck, I'm sure there is an answer, I just can't think of a dumb enough one yet.

God's brita filter of life cleansed the urine so that noah and his family could then redistribute this water to the animals, yeah. It all makes sense if you just accept the holy spirit (LSD) and read the bible with its guidance.
