Can't get the quote function working, so I'll respond this way.
I hate to quote a Star Trek show, but "Causalities are but a bonus, what matters is that we've struck fear into the hearts of our enemies." -that Vorta guy (WAY-oon) after the Breen attack San Francisco. The point of terrorism is terror. Causalties are good, but causes fear and chaos in the general population of your enemy is the major point. You attack major symbols of your enemy like the Twin Towers, Pentagon, and the White House. If you simply want to max your causalities, you fly the planes into a football game. |
