Actually, he was concerned about a lack of moral outrage among Muslim high school students, and some Chinese students in Beijing. I wonder why the opening paragraphs left this out?

The Washington Post article did not do a very good job of explaining why he designed the program. It mentions a hypothetical scenario, a fictional country called Quest and anti-american fervor but does not mention much more.
