I've known one of the "county inspectors" (she's actually an code enforcement officer, whose sole job is to serve citations) for 20 years and I spoke with her a few months ago about this very issue. Hovind wants to have an unpermitted structure to house the public, plain and simple. He even argued at a prelimiary hearing that he is beholden to God above the state and should not have to permit a building that is to be used for 'God's work.' He's going to lose, and he's going to lose huge. No one involved (including the County Commission, one of whom is a family friend) thinks he has an ounce of credibility. His theistic insanity has gotten the better of him finally. His obfuscating and displays of legal ignorance are mere handwaving at this point.
