That's a good point, but its not universally true,

Look into the book of Maccabees and see how God blessed Judas (the terrorist) Maccabeus' political rebellion against the resident atheist political administration. (You never know - terrorists may be found to have the blessing of God yet.) And there is no NT command forbidding a political ruler from making, or enforcing laws (see 1 Tim 1;9)

And there is the matter of degree with all Christ's teaching. Christ never said submit to the man who deprives you of your house, or your wife, or your goods. One has to accept that the examples he gave were not "life dependent". Jesus teaching was very focused on the "question of degree".

And further, he called upon people to settle disputes, not give in to them wholesale (the anarchist position):

Mat 5:25 Agree with thine adversary quickly, whiles thou art in the way with him; lest at any time the adversary deliver thee to the judge, and the judge deliver thee to the officer, and thou be cast into prison.
