Post random vs. non random genetic change

I remember reading a while back that some genetic changes are not totally random. I know that's vague but I was hoping someone here would know what I'm talking about and know of a good article on the subject.

That is very simple. Not all spots in the genome are equally likely to mutate and not all possible mutations at any give spot are equally likely. But mutation is still functionally random in that the mutation is not done for any functional reason.
