Regarding the question being discussed: I think it might just not follow directly from the text how large the region he was talking about was, so that could simply be open to interpretation. "Boundaries" or "region" are rather vague terms.

But maybe, had the author of Matthew intended to include Jerusalem, he might have mentioned that important city by name.
