Default Cilicia in Acts and Galatians

Acts and Galatians speak of Cilicia. However:

Quote:
http://en.wikipedia.org/wiki/Cilicia#Roman_Cilicia

It was reorganized by Julius Caesar, 47 BC, and about 27 BC became part of the province Syria-Cilicia Phoenice. At first the western district was left independent under native kings or priest-dynasts, and a small kingdom, under Tarkondimotus, was left in the east; but these were finally united to the province by Vespasian, AD 72.[28]

[28] A dictionary of the Roman Empire. By Matthew Bunson. ISBN 0195102339. See page 90.
Was it customary to speak of Cilicia before 72 AD?

I think I commented on this issue in an earlier thread.

Cilicia continued to be the name for a place/region although it was not between say 27 BCE and 72 CE an administrative district or province.

The earlier thread was the Stoning of Stephen. Andrew Criddle's post is here, commenting on a cite from Wikipedia.
