Yeah, that's David Trobisch.

He thinks all the variations in titles and book order in the Pauline collection, which are almost always transmitted as a group of 13 (or 14 with Hebrews), are due to all surviving copies deriving from a single published archetype.

The 13 letter Pauline corpus, he believes, consists of three sub groups:

Letters addressed to congregations:

Group 1) Romans, 1 & 2 Corinthians, and Galatians.

To this group was added an appendix of the other such letters:

Group 2) Ephesians, Philippians, Colissians, and 1 & 2 Thessalonians

To this combined collection was again added another group addressed to individuals:

Group 3) 1 & 2 Timothy, Titus, and Philemon
