No, it "probably" doesn't. The quotes should really read "quite possibly refers to...if you really want it to and you squint hard enough and you ignore the fact that it more "probably" refers to the Babel story, division of people by languages.

Given that the continents split off form each other (Pangaea) millions of years before the supposed "days" of Peleg, it's highly unlikely that this is what "divided" refers to.
