It is a failed prophecy because it NEVER HAPPENED.

Regardless of when Ezekiel wrote it.

Therefore it is probable that he wrote this before the (non-)event.

Good answer! Anyway I think we can both agree is that if Ezekiel would have written everything down accurately about what happened in Egypt it would have simply been written after the fact, right?

That would be a reasonable assumption, yes. The burden of proof would then be on the apologist to demonstrate that this was not the case.

Not quite. Ezekiel was apparently written in at least two stages. The failed Tyre prophecy was probably written before the end of the 13-year siege (likely near the beginning, as it doesn't seem to anticipate any problems for Nebby and indicates a forceful breach of Tyrian defenses rather than a long siege), whereas the admission that Nebby didn't get the promised plunder from Tyre was presumably written after the siege but before the failure of the subsequent expedition against Amasis II of Egypt.

Joel was also a false prophet (thanks for drawing that to my attention, sugarhitman). You're quoting from another book dealing with the aftermath of the Babylonian Exile (and therefore not addressing Nebby, who was long dead by then) in which God promises a general bloodbath on Israel's neighbors (including Egypt among others), combined with another failed promise that the Jews would be safe in their homeland henceforth.

Mr Hitman, this is completely COMPLETELY incomprehensible. horses and horsemen? shields, large and small? and Cush? this is just a reference to the upper Nile region. Gomer? these are CLEARLY not even extant countries! good grief. how on the good green Earth can you possibly suggest this means ANYTHING in our world, today? this is as dated as a "prophecy" can get.
