That's a good question concerning Metzger. The Western non-interpolation position of W-H got outvoted in the UBS committee (with Metzger, Aland, and others), and Metzger's commentary includes a sympathetic treatment of the W-H position, but did not identify who was in the minority. Was it Metzger himself?

Reading Aland's book he seems to express a certain amount of irritation with Metzger. It is subtle but it's there. Apparently, Metzger frequently votes against the committee and accounts for most of the trouble there. There was also the issue of combining UBS and NA which happened once some resistance on the committee was overcome, especially re the Western non-interpolations. Probably Metzger. Combine that with Metzger's enthusiastic support for Swanson's editions, i.e. he contributed and helped out as well as writing the foreword. Makes you wonder why someone on the committee would dedicate so much effort and support to a project which is, more or less, a competitor. I suspect that it is Metzger's way of getting some of the facts out in a way that more people can see. Views which he espouses but are suppressed on the committee by way of votes. He stays carefully neutral in his committee commentary, rightfully so.

Much of the above is speculation but I suspect not far from the facts.
