OK, I've heard both arguments for "became" and "was" - which is it?

Well the NIV hedges its bets by having "was" in the main verse and "Or possibly became" as a footnote.

This is because the "was" is relative. It probably means "was [at the time that Elohim's spirit hovered over the waters]."
