The whole thing is a 4th century scam.
Considering the complexities of Roman law regarding what was and wasn't allowed to go into a will, I hardly find it "scammy" that Constantine would have made it legal for individuals to will property to a congregation. Previously, such a will would have been illegal and thus without effect. Remember, this is immediately following the Edict of Milan; prior to this, state-sponsored persecution of Christians was the law.
