It is quite wrong to say that God orders the killing of babies in this verse. It is a show of the strength of Israel's emotions when they say that happy would be the man who were to kill the enemy's babies. There is no ordering or even encouragement to perform the action in practice here.

When Boney M turned this Psalm into a pop song they discreetly omitted the baby-smashing verse.
