When was the earliest noting of the Quirinius dating problem?

I don't know if this is the earliest noting, but Robin Lane Fox, in his book The Unauthorized Version: Truth and Fiction in the Bible, wrote that Emil Schuerer settled the question of Quirinius--and not in the Gospels' favor--all the way back in 1885 in his tome History of the Jewish People.
