I am curious as to whether that's truly a translation off an ancient stone tablet or merely apocryphal, so I did a little web search. The only site I found (this site) that sources the quote at all says it was "reported in The Sciences, July/August 1994".

Then I found the quote on bartleby. From there, "Both of the above quotations would seem to be spurious." I think that's probably correct.

So it's funny, but probably not true.
The thing that kind of stands out to me is that 2800 BC is a bit early for written Assyrian. Assyrian is a semitic language, derived from Akkadian. Akkadians borrowed writing from the Sumerians around 2500 BC.

Take a look here for the development of Semitic languages.
