Where did this person get the idea that the kali/satya transition was from 1999 to 2003?

well one might have to do some accurate mathematical interpretations of the "yuga" system...however, until then, it is certain than anyone who is Kalki avatar or makes such a claim, must provide a detailed ancestry from one of the sons of Manu, since there was a "covenant" that the final 3 avatars of would be fathered by Manu....NOT ADAM.

there are quite detailed calculations.

Kali last 432,000 years and started 5000 years ago right after Krishna departure. Besides in Satya yuga people are supposed to live up to 100,000 years long, are people still aging?
