Not necessarily. What if the "eternal being" was actually everything, a sum total of all matter in the universe outside of space and time. Kind of a singularity. It would observe all time, absorb all events and affect everything at it's one and only instant.

We only know of physical existence (which requires spacetime) and abstract existence (which is dependent on physical things). To simply state there is another way something can exist, without argument or examples, does not a plausible proposition make.
