Question The meaning of the Hebrew word - ra.

In Isiah 45:7 he quotes the Lord as saying , "I create evil (ra)".
Whenever I debate this point with theists they always come up with taking the verse 'out of context' and that the Hebrew word 'ra' can mean many things from calamity to punishment.
Please could someone who has a good working knowledge of hebrew and the context in which this particular verse is being used enlighten me? Thanks
