Default Exceptions and rules

Everything follows rules

Every rule has an exception

Every exception has a rule



Is there a rule for the exceptions?

If there is a rule, then there are essentially no exceptions, everything follows a rule.

If there isn't a rule, then that is an exception, everything follows rules and laws, like gravity right?

I seem to hold the view that everything is an exception, rules are only generalization of the exceptions.
