Default Elohim - a simple plural or not?

I know this is elementary, but I've been trying to nail this down and keep getting fuzzy explanations.

I read Till on this, which seems to indicate clearly that wherever 'ha-elohim' appeared in scripture, it meant 'the gods' - although I'm not sure what he is saying about the meaning of the shorter 'elohim'.

Now - I have Lee Warren arguing that 'elohim' is not a simple plural, but a usage that imbues both male & female aspects to Yahweh, thereby explaining a masculine ending (im) to a feminine noun (eloah).

Any direction would be appreciated.
