The heavens described created at the start of Genesis mean the sky. Should we expect to see the dead rise in the sky?

No we shouldn't. there is the visible heaven sky and the invisible heaven

Colossians 1:16
"For by him were all things created, that are in heaven, and that are in earth, visible and invisible, whether they be thrones, or dominions, or principalities, or powers: all things were created by him, and for him"

aa can't claim that Paul is a false witness as Paul was claiming visions from heaven where the dead rise.

we have no evidence of a St Paul a Jesus of Nazareth on Planet earth during the 1st ce and no evidence of heaven on earth.

Right now, there is no evidence that people can resurrect and rise to heaven after being dead.

As soon as you find evidence of a resurrection then I may review my argument. I cannot speculate about the unknown.

The author of gMatthew did claim that the disciples met the resurrected Jesus ON A MOUNTAIN in Galilee as they were told to do.

The author of gMark also claim the disciples should meet Jesus in Galilee after the resurrection.

However, the author of gLuke changed the story and claimed the disciples met the resurrected Jesus in Jerusalem.

AND Jesus appeared in Jerusalem (Mattt 28:9).
