It is not the empress' infertility. It is the crown princess. she had miscarried one child. Right now she is pregnant and so is being kept under heavy seclusion so that nothing --- including paparazi --- can upset her. We will know more only when the child is born or there is another miscarriage.

Of interest: Japanese govt. is thinking of changing the law to allow females to inherit the throne if no male heirs are born.
