Default Practice makes perfect?

The LA Times has this:

Preparing for War, Stumbling to peace

If you read it all the way through (or scroll down), you will find near the end that Douglass J. Feith (and other Pentagon officials) said:

'We're going to get better over time', promised Lawrence Di Rita, a special assistant to Rumsfeld. 'We've always thought of post-hostilities as a phase' distinct from combat, he said. 'The future of war is going to be much more of a continuum.'
'This is the future for the world we're in at the moment,' he said. 'We'll get better as we do it more often.'

So apparently Iraq was just a practice run! Also it seems as though they are planning on getting plenty more practice in the near future.
