A quick legal question:

In the USA, the age of consent is generally 18 correct? So what happens if two 15-year-olds have otherwise consensual sex with each other? Can they both be charged with statuatory rape?

The age of consent in Canada is actually fourteen as far as I can recall, though you cannot have anal sex until you are eighteen (that will probably change eventually). I think a two tiered system would be good, with a two year difference limit for those between fourteen and sixteen (or numbers somewhere around those).

Nope. the exact regulations vary by state, but generally if the person a minor has sex with is within 2-4 years of their age, no one can be charged with statutory rape. So a 15yo can have have sex with a 17yo, and it's still legal. In some cases, delinquency laws might apply, though. Not sure about that. Also in a lot of states, 16 is the age of consent, but people don't tend to know it.

In one state, the law is actually written so that two juveniles having sex can actually both be charged with statuatory rape; California.

Even consensual activity with those under 14 but over 12 may not be an offence if the accused is under 16 and less than two years older than the complainant. The exception, of course, is anal intercourse, to which unmarried persons under 18 cannot legally consent, although both the Ontario Court of Appeal(3) and the Quebec Court of Appeal(4) have struck down the relevant section of the Criminal Code.
