Selective breeding is simply a matter of artificial rather than natural selection, and if its selective pressures mimicked those of the environment it would in fact "speed up" evolution. There is no apparent reason that it could not take into account changing environment.

Now, not only does evolution not make us "the best that we can be", it does not even necessarily make us "the most able to survive in our environment." There are countless forms far more capable of surviving in a given environment than that which evolution has produced, as evolution is a blind automatic process incapable of foresight or hindsight. Of course, it is also forced to make due with existing variation, while genetic engineering may permit us to make our own.
