It's the One Ring from the Lord of the Rings.

IIRC, the inscription reads:

One Ring to rule them all,
One Ring to find them,
One Ring to bring them all
and in the darkness bind them.


in some ancient Elvish language.

The part you can see says ....gdurbatuluk ashn...... It's from the Black Speech version:

Ash nazg durbatul�k, ash nazg gimbatul, ash nazg thrakatul�k agh burzum-ishi krimpatul!

I don't see a double u-curl over the quesse -- can someone else see if there is one?

If it is, it's blurry. Most reproductions of the inscription seem to be missing that double u-curl. The Tengwar program I have lacks it as well - you have to go in and manually enter it.
