That's quite garbled and senseless. Though it's possible that this is a mistake in the reporter's transcription. But even if you replace the first "Iraq" with "Saddam", it still sounds stupid. And speaking of stupid...

That's right. If Saddam takes "innocent life" or destroys any infrastructure, it's a war crime. But it's okay when Bush does it. Just fucking unbelievable.
