Btw, I don't know how you come up with these odds that one is at risk while the other is certain to be killed.
Some nut can obviously go after anyone but there's no Israeli terror group that's gunning for Israeli doves.

For obvious reasons the ultra militant Israelis are no longer really organized as non governmental terrorist organizations, like their Palestinian counterparts are, but they're still there, and they're well armed, and willing to use violence. They're ordinary Israelis, they're members of the military and intelligence and law enforcement communities, etc. Amir was not unique in his hatred of Rabin, if he hadn't done it it's not at all unlikely someone else would have. There's also good reason to believe that the people in charge of protecting the life of Rabin may have willingly let it happen.

But they aren't organized enough to plan and carry out such a strike.

What on earth are you talking about? What do you mean "they're not organized enough" ? There's plenty of them with the know how to kill a PM (I'm sure there are even people with Mossad experience who'd be willing to participate). They have their formal and informal connections, they know who their comrades in thinking are. They could get together and do it. And they would.
