If someone is wilfully stupid, does that mean they are smart enough to be intentionally stupid, or does that mean they are more stupid than ever for intentionally being stupid - I mean, who would? Why would they?

I doubt we share common meanings to these terms.

However in brief:
IMHO it is never morally OK to laugh at someone for being simply less "intelligent".

E.g.:
do you piss on Down's Syndrome people for being that way ?

It is sometimes OK to laugh someone out for being wilfully and arrogantly "stupid".

One of the more depressing things is to see fellow-atheists congratulating themselves on their "higher intelligence", only then to see their latest unscientific oddball theories, political manias, and their personal prejudices dressed up as preaching or "philosophy".

People with Down's Syndrome have never tried to force me to believe in any fictional creatures. I laugh at people who believe in bizarre, supernatural bullshit and try to force me to believe it's the Truth! I laugh even louder when the fuckwits tell me I'm going to burn in hell for all eternity! If they aren't people with less intelligence, then who the hell is?

If my behavior is immoral, I'm damned proud.
