Is this the so-called Holy Spirit Epistemology, said to be unique to believers?

I can't really comment on that article because as the reviewer says:

In order to evaluate Craig's view it is important to know precisely what he means by "the experience of the Holy Spirit." Unfortunately, however, he offers no clear explanation of this phrase. Is it a mystical experience in which ordinary consciousness is replaced by special consciousness of oneness with God? Is it rather a vision perhaps similar to that of angels or Jesus, that could be described as perceptual? Is it merely the feeling of being in the presence of a particular holy being? Could it be one or the other of these experiences depending on the circumstances? Craig does not answer these questions. Since, however, having an experience of the Holy Spirit would presumably differ in content from the religious experiences of nontheists such as Buddhists and even from those of nonChristian theists such as Jews and Moslems, not just any religious experience would be considered an experience of the Holy Spirit.

I see the holy Spirit mainly at work, in the first instance, upon the consciences of men. To aid and counsel men to understand that they are sinful and so to convict men of sin. Of course, if men resist at this point, and simply won't accept that they do wrong, they are not going to be led into any further truth by the Holy Spirit.

The process of being led by the Holy Spirit is a process of yielding, and understanding more. The more you yield, the more you understand. But you must make the initial decision to yield and confess your sins, in response to the Holy Spirit's conviction of sin.

Jesus, being fully prepared to yield himself to God from childhood, was led into a remarkable understanding of how the OT foretold the NT. He was not taught that by any rabbi, though when he was young, he used their knowledge to educate himself up to their level. But, because he had the Holy Spirit, he soon surpassed them.
