Libertarians aren't inherently opposed to unlimited-use pricing. Sometimes the cost of measuring makes it not worthwhile to bill actual costs.

However, it wouldn't be that hard. Add a second water meter where water line enters the house. That will give a pretty good estimate of what goes down the sewer. (Modern houses here are normally constructed with the internal and external water systems separate because of water softeners.)
