Hmmm, well I believe Hawking proposed something similiar to our "Eternal Now" concept of a pre-time, in order to escape the problem of time/space being dependent on each other, and just poofing into existence one day.

How exactly can these cycles of universes regress infinitely back in time?

IF that were the case, we would never even exist due to the fact that an infinite set can not be traversed.
