No, it doesn't. That is precisely what we do
not need. This is precisely the premise that allows the U.S. to do what it is doing, and would allow any other nation to do the same thing if it could. Looking for dragons to slay is a recipe for disaster, IMO. I think you have shot the rest of your point in the foot by saying this.
Interpol, U.N., cooperation between nations and sharing of intelligence. This should have been enough, but Bush Co. (and Clinton!!) ignored these avenues.
