Where and when exactly did this thing start? I mean the black men ,big dicks thing.

Is there any conclusive evidence to state that black men DO have a bigger dick than men of other races?

One theory I've heard, and shall mention, though not endorse, is that a smaller flaccid penis amongst people from Europe was a simple evolutionary advantage in the cold climate. A guy who had a smaller flaccid penis was better protected against frostbite, whereas people in warmer climates didn't have that problem, so they could hang low. I've often heard that while whites tend to have smaller penises when flaccid, when erect there isn't as much difference, and of course both groups have people with big and small ones. Personally (I'm white), I know there'a a giant difference between the size of my penis when it's flaccid versus when it's erect, maybe other groups have less difference in that regard?

That said, I don't know whether it's even true that there's a difference.
