No! This is not true. The twin paradox is called a paradox because of the erroneous assumption that the experiences (from a kinematical point of view) of the two twins are indentical and hence when they are brought back together they should not have a different age -- but in fact they do have a different age. But their experiences are not identical, and when they are analysed in detail there is no paradox to be found.
