P.M. Howard sounds eirily familiar to President Bush. Tax cuts for the rich and no relief for the middle and lower income folks.
FWIW, tax cuts for people who earn $30,000 does not constitute "tax cuts for the rich." I'm a part time worker, and I earn $31, 300 pa. This is not considered a particularly high salary in Australia. It is, in fact, rather low.

Tax cuts are proportionate to income (a 4% tax cut on $30,000 doesn't reclaim as much as a 4% tax cut on $60,000) so of course the rich will receive a greater benefit from them. There's no way around that unless you deliberately ensure that the rich receive a smaller tax cut (4%, for example.)

I, too, would prefer to see more money spent on Medicare. I'm not really interested in my $4 per week.
