I believe it, millers point is just that when referring to this passage. But what is also kind of amusing is that if we look at all of the different meanings he gives for that passage (their english interpretations)

that point seems to go over his head.
also this should be presented to all those simpletons who always claim satan is at work whenever anything bad happens. it clearly says right here that god did it.
we need to place the blame for the drought out in the west US or the WTC atttack for example, squarely where it belongs.
