I think those two statements have merit. What I think people miss a lot is that many people don't vote because they're fairly satisfied with the way things are. When people are angry and dissatisfied they show up to vote.

Iraqi elections will be an interesting event. They've never been able to vote for any political cause and I predict that we will see massive voter turnout.
