I still think an individual can develop a concept and test its validity experimentally against reality. All this without sharing or acceptance with/by others.

Proof, however, is another thing and this is required for "acceptance" by others. Proof is a social convention giving a concept a "seal of approval". I'm sure someone will disagree but I consider proof through the use of propositional logic or scientific investigation proofs by social convention.
